Andrew Caporaso

Data Coordinator

Andrew Caporaso (MS) is a Statistician and Methodologist with over 15 years of experience designing, executing, and analyzing public health research. He’s a published expert in applying quantitative and qualitative methods to generate valid, data-driven insights across a wide variety of research domains. Over his career Andrew has led numerous initiatives to optimize statistical programs for public health agencies including NCI, FDA, AHRQ, CDC, and NIDA. Andrew is thrilled to apply his research and data science skills to enhance SC’s outreach and facilitate better healthcare access in Baltimore!

Nancy Fenton

Director of Development

Nancy Fenton joined Shepherd’s Clinic in December 2025 as the Director of Development. Nancy brings thirty years of experience in Baltimore’s nonprofit sector. She has worked in development and leadership positions, with experience in addressing urban education, affordable housing, and homelessness.She believes in the power of philanthropy and its ability to make a positive difference in the world. She loves to help donors realize their visions for Baltimore and the world. Nancy holds a BS from Towson University and an MA from the University of Maryland Baltimore County. She is a Certificated Advisor in Philanthropy (CAP).

Goodness Adekoya

Patient Intake Coordinator / Executive Assistant

Goodness Adekoya joined the Shepherd’s Clinic team in 2025. She is a graduate of Providence College, where she studied Biology with minors in Black Studies and Public Service & Community Health. She also holds a Master of Public Health from Johns Hopkins University. Her experience includes AmeriCorps service, program operations, and research focused on community health. Goodness is passionate about patient-centered, holistic care initiatives and looks forward to contributing to the care and well-being of the Shepherd’s Clinic community.

Lerindra Ramdas

Clinical Nurse Coordinator

Ramdas joined the Shepherd’s team in September 2024 as Clinical Nurse Coordinator. Originally from NYC, he has experience in providing nursing care to underserved, uninsured/underinsured adults and children in LTC, FQHCs, foster care and more recently in the Pediatric ICU. He has firsthand knowledge of the difficulties faced while navigating the healthcare system and the significant impact of social determinants of health. With a strong passion for community health and reducing healthcare disparities, Ramdas looks forward to serving the Baltimore community by providing quality and competent care through education, care coordination and healthcare navigation.

Karen Carter

Referral Coordinator

Karen served as the personal secretary for the Pastor at Victory Temple Community Church, which is now called First Church of the Brethren, since 1996. At the same time, she served as President of the Youth and Young Adult Ministry. Along with her church service, Karen worked as a substitute teacher at Westside Elementary School from 1984-1988. From 1988-2000 Karen was a Day Care Provider, and on October 2, 2000, she began working at Shepherd’s Clinic as a Data Entry Clerk. One month later, Karen became the office manager at Shepherd’s Clinic and worked in that capacity for 17 years. Karen retired in September 2017 due to medical reasons. In July 2022, Karen returned and became a volunteer working with the referral coordinator, and in July 2023, she became a staff member again as the Referral Coordinator. The rest of the team is very grateful for everything Karen has done for the clinic throughout the years, and our conference room is named after her.

Noor Al-Saloum

Community Health Worker

Noor has served as a front desk volunteer since January 2022 and graduated from Johns Hopkins University with a bachelor’s in Public Health in May 2023. Her own healthcare experiences and the stories of others contribute to her interest in tackling health economics and systems issues perpetuating health disparities. Ultimately, she plans to attend medical school. Since living in Baltimore, Noor has volunteered with organizations such as Art With a Heart and Turnaround Tuesday. Noor looks forward to continuing her work at Shepherd’s Clinic and serving the community she has grown to call home.

Kimberly Lyles, RN

Kimberly Lyles is the Senior Director of Population Health at HealthCare Access Maryland. In this capacity, she oversees the management of Care Coordination, Complex Care, and Social Needs Initiatives. Annually, the Population Health Initiatives serve over 15,000 clients identified as part of a special population: Maternal Child Health, Children and Adults with Special Health Needs, Individuals Seeking Behavioral Health Support, and the Returning Citizens Community. The Population Health Programs boast of providing care coordination services that reduce healthcare costs while improving health outcomes and increasing the utilization of community resources. As a Registered Nurse and Public Health Professional with 25+ years’ experience in Community Outreach, Client Advocacy, Strategic Planning, and Leadership, Kimberly strives to achieve the goal of improving health equity and reducing health disparities by addressing Social Determinants of Health for Baltimore Residents. Trained in Results Based Accountability, Certified in Case Management, and a Certified Lean Six Sigma Green Belt, Kimberly successfully implements continuous quality improvement projects that assist teams in achieving desired program performance and data management goals. She loves to mentor new leaders and enjoys opportunities to recruit young professionals into public health.

Kimberly is a Baltimore native, holding degrees from Morgan State University and the University of Maryland in Health Education and Nursing. She is married with a blended family of five children and is a loving Dog mom.

Ritu Prasad, MD

Dr. Ritu Prasad is the Senior Physician Advisor at MedStar Union Memorial and Good Samaritan Hospitals, Vice Chief of Staff at MedStar Union Memorial Hospital, and the System Clinical Lead for Acute Case Management at MedStar Health. Dr. Prasad also serves as the Vice Chair of the Government Affairs Committee for the American College of Physician Advisors. Ritu is a physician executive and healthcare professional with a diverse background in healthcare leadership, clinical care, denials management, utilization review, case management, EHR optimization, who possesses significant teaching experience within medical and healthcare communities. Ritu received her Bachelor’s Degree from Johns Hopkins University and her medical degree from Tufts University School of Medicine. She is Board Certified in Emergency Medicine and Health Care Quality and Management with a Physician Advisor sub-specialty certification.

Natalie McCabe, DSW, LCSW-C

Social Work and Counseling Supervisor

Natalie McCabe is a Licensed Clinical Social Worker and a Maryland Board-approved supervisor who has worked in the field for over 10 years. She has led teams, departments, and small organizations. Natalie is a skilled therapist who uses CBT and a Strengths-based approach to help her clients overcome challenges and improve their well-being. Her dissertation examines the gender and racial barriers black women face in executive leadership and focuses on potential interventions and best practices for addressing these barriers and providing opportunities for leadership advancement. Natalie has a warm and compassionate nature, and she creates a safe and supportive environment for her clients to heal and grow. She is working on her doctorate in Social Work Leadership at Simmons University. Natalie has a passion for all things Parisian, from food and architecture to fashion.

Kathleen McHugh, MD

Dr. Kathy McHugh joined the staff of Shepherd’s Clinic in 2011 and became a member of the Board of Directors in 2022. She became medical director in 2016. Dr. McHugh has worked as a primary care physician and hospitalist at Harvard Vanguard Medical Associates in Boston and at Henry Ford Hospital in Detroit. She is a graduate of Harvard Medical School and did her residency training in internal medicine at Brigham and Women’s Hospital, Boston. Dr. McHugh has a special interest in caring for underserved populations and patients who struggle with chronic illnesses.

Adongo Matthews, MBA

Secretary

Adongo Matthews is a compassionate and dedicated non-profit professional with a proven track record of making a meaningful impact in the lives of underserved families. With over a decade of experience in Baltimore, she has focused on financial empowerment, housing stability, and utility affordability for the city’s most vulnerable populations.

Adongo’s early work in Baltimore City allowed her to work directly with clients, gaining invaluable insight into their daily struggles. She also had a hand in developing policies and procedures to maximize assistance to families in need, demonstrating her exceptional leadership skills.

Adongo’s academic achievements include an MBA from Alvernia University and a Bachelor’s in Biology from Morgan State University. She brings her relevant education, extensive experience, and unwavering commitment to her role as Executive Director at Shepherd’s Clinic since December 2019, where she leads the organization with passion and expertise.

Mari-Claire Bowie, RN

Staff Nurse

Mari-Claire works at the University of Maryland Medical Center on a surgical unit. She wanted to expand her nursing career by delivering healthcare to the underserved. She joined Shepherd’s Clinic in 2021 to fulfill that passion. Mari-Claire believes that everyone deserves adequate healthcare and wants to do her part to accomplish this. She has a Bachelor’s of Science in Biology from Washington College and a Bachelor’s of Science of Nursing from Stevenson University.

Lynell Medley, BSN, RN

Lynell Medley is a registered nurse, originally from upstate New York. She relocated to Baltimore by way of Philadelphia in 1990. She was employed at Total Health Care during her early years in Baltimore, working in Utilization Management and Quality Improvement. In 1997, when Baltimore HealthCare Access (now HealthCare Access Maryland) was founded, Lynell began working as a Nurse Ombudsman, assisting individuals experiencing challenges while navigating the Medical Assistance/Managed Care systems. It was during this grassroots work that she developed her love of public health and her commitment to serving the most vulnerable residents of Baltimore City and Maryland, making critical connections to care and services that address social determinants of health. Throughout her career at HealthCare Access Maryland, she has also served as the Director of Medicaid Outreach Programs, and as Vice President of Programs, her current role of 5 years. Lynell is married with 2 children and 4 bonus children. She received her Bachelor’s of Science in Nursing from Russell Sage College in Troy, New York.

Rev. Angela T. Burden, MA, BSN, RN

Angela Burden is a registered nurse, ordained minister, and a native Baltimorean. Rev. Burden has spent her entire professional career serving in Baltimore City in multiple community-based and leadership roles. After a full-time 30-year career as a Public Health Nurse leader with the Baltimore City Health Department, Angela began community-based work as a Faith Community Nurse Coordinator, placing emphasis on the intersection of faith and health within the maternal and child health population. As a public health practitioner, she continues to work on improving birth and maternal health outcomes, while helping to develop programming to reduce infant mortality. Angela is married with two adult children and two grandchildren who she describes as her heartbeats. She is a graduate Western H.S., the University of Maryland School of Nursing, and the St. Mary’s Seminary & University Ecumenical Institute of Theology.

Jeffrey Scrivens

Facilities Manager

Jeff has worked as the Shepherd’s Facilities Manager for 12 years. He is proud to be a part of an organization that helps people obtain access to not only healthcare, but other important resources as well. In his free time, Jeff enjoys spending time with his extended family and is a huge fan of the Baltimore Orioles.

Mona Kim, LCPC, NCC

Counseling and Intern Supervisor

Mona Kim, LCPC, NCC, Board-Approved Supervisor is the Behavioral Health Director at Shepherd’s Clinic. Mona’s professional counseling experience includes working with diverse populations across the state of Maryland providing trauma-informed care. Mona’s clinical approach to counseling is cognitive-behavioral, centered on evidence-based research, and also existential, focused on the human condition and the universal concepts that impact human existence. Mona has experience working in both the nonprofit and private sectors, as a mental health provider and clinical supervisor, supervising Masters level counseling and social work interns as well as new graduate professionals working to obtain full licensure. Mona is a graduate of the Johns Hopkins University, Master of Science in Counseling program and has been in the counseling field for over a decade.

Sara Cawrse, CRNP

Staff Nurse Practitioner

Sara Cawrse joined Shepherd’s Clinic in 2011 as a volunteer nurse. She became a staff nurse practitioner in 2012 and assistant to the medical director in 2014. Sara received her BSN and MSN from Johns Hopkins University School of Nursing where she also participated in the Peace Corps Coverdell Fellows Program. The Fellows Program allowed Sara to expand her experience in community health and reinforced her commitment to working with underserved communities. Sara believes in taking a holistic approach to healthcare and has a particular interest in empowering patients through health education.

Kelly Arguero, RN

Clinical Manager

Kelly Arguero has a Bachelor’s Degree in Public and Community Health from University of Maryland, College Park, and a Bachelor’s Degree in Nursing from Drexel University in Philadelphia. Her background includes direct nursing care at MedStar Montgomery Medical Center working as an emergency department RN. She currently spends some of her free time as an active volunteer crisis counselor with Crisis Text Line. Kelly joined Shepherd’s Clinic during the summer of 2020. She is eager to combine her nursing and policy backgrounds to deliver quality health care to underserved populations while learning from her patients. Kelly is excited to work with Shepherd’s Clinic to help community members who are most in need of compassionate health care.

Nathaniel Chase

Nathaniel Chase joined the Shepherd’s Clinic Board of Directors in 2020. Nathaniel is a Baltimore Native, Community Influencer, Banker and Motivational Speaker. At present he serves as a Branch Manager for M&T Bank. He has over a decade of Financial Institutional experience, with over 12 Years of Management experience, and 10 Years of Community Involvement. Prior to joining the M&T team in 2017, Nathaniel worked for TD Bank and Bank of America. Nathaniel finds fulfillment in giving back to the community by financial empowerment. Every month he serves at the Jessup Prison as a Motivational Speaker to the male inmates, as well as at Our Daily Bread soup kitchen. Nathaniel is a very optimistic individual, who always finds the good in every situation. Nathaniel received his Bachelor’s in Christian Ministry from Regent University and his Associate’s Degree in Business Administration and Management from Baltimore City Community College.

Clifford Mitchell, MS, MD, MPH

Dr. Clifford Mitchell has served on the Board of Directors since 2019. Clifford is the Director of the Environmental Health Bureau in the Maryland Department of Health and Mental Hygiene. The Bureau oversees the Office of Food Protection and four centers: Environmental and Occupational Epidemiology, Healthy Homes and Community Services, Injury and Sexual Assault Prevention, and Injury Epidemiology. His responsibilities include environmental public health tracking, monitoring hazardous algal blooms, coordination of environmental health activities with other state agencies, and direction of the department’s preventive medicine residency program. Prior to assuming his current position, Clifford has served as an Associate Professor in the Department of Environmental Health Sciences at the Johns Hopkins Bloomberg School of Public Health and has consulted for international, federal, state, and private entities in the fields of occupational health and indoor air quality.
Clifford earned his MD from Case Western Reserve University and his MPH from the Johns Hopkins University Bloomberg School of Public Health.

Mark J. Bittle, DrPH, MBA, FACHE

Dr. Mark Bittle has served on the Board of Directors since 2019. Mark is the Program Director for the MAS in Population Health Management and the Certificate in Population Health Management at the Johns Hopkins Bloomberg School of Public Health. He is an experienced healthcare executive and Board Certified in Healthcare Management as a Fellow in the American College of Healthcare Executives. His healthcare management experience includes ambulatory services and physician practice development, physician integration, care delivery model innovation and service line management. He also has extensive experience leading ambulatory quality and patient safety improvement initiatives and developing managed care infrastructure and care management under global capitation. Areas of teaching and research interests include change and change management in large health care systems, physician alignment and engagement strategies to improve system performance, population health management, and the development of community-oriented care delivery systems, especially in rural settings. Mark also serves on the board of the Maryland Rural Health Association and the Maryland Association of Healthcare Executives. He earned his Bachelor of Science in Emergency Health Services Administration from the University of Maryland, his MBA from the University of Baltimore, and his Doctorate in Public Health (DrPH) from the Department of Health Policy and Management at the Johns Hopkins Bloomberg School of Public Health.

George Moran, MD

Dr. George Moran has served on the Board of Directors since the 1990s and started volunteering at the clinic shortly after joining the board. He and his wife, Dr. Marguerite Moran, have been volunteer physicians at the Clinic for more than 20 years. In 2019 Drs. Moran were recognized together as Volunteers of the Year for their decades-long commitment to caring for Shepherd’s patients. George is a Cardiology Specialist with over 48 years of experience in the medical field. He worked as cardiology teaching faculty at the Department of Veterans Affairs (VA) prior to moving to Union Memorial Hospital in 1982. At Union Memorial, he served as Chief of Medicine and Chief of Cardiology before retiring in 2007. George received his MD from the Johns Hopkins University School of Medicine, completed his residency with the University of Maryland, and conducted his fellowship at the VA. He is also recognized as a Fellow of the American College of Cardiology.

David E. Finney

David Finney has served on the Shepherd’s Clinic Board of Directors since 2004. David is a healthcare technology expert who has been driving innovative programs in healthcare for over a decade. As a Co-Founder of Leap Orbit, a software and product development firm focused on electronic health information systems, he helped develop the RxGov PDMP, a full-featured prescription drug monitoring platform that consolidates disparate information representing treatment options, education, enforcement and regulatory requirements, and prescriber patterns and volumes. Prior to founding Leap, David served as a senior advisor to CRISP (Chesapeake Regional Information System for Patients) where he was focused on integrated care in support of Maryland’s unique, all-payer hospital financing model. Prior to that, he was a principal at Audacious Inquiry overseeing the firm’s growing federal healthcare consulting practice. He played an ongoing advisory role at the Office of the National Coordinator for Health IT within HHS and at CRISP. David also helped to author early planning reports on the trajectory of Maryland’s Health Information Exchange (HIE) and the federal funding requests that established CRISP’s Statewide HIE and Regional Extension Center cooperative agreements. David and his wife Amy also spent two years in Botswana as Peace Corps volunteers, supporting the U.S.-led mobilization to combat Africa’s HIV/AIDS epidemic. He holds a BA from Yale and an MA from Johns Hopkins University.

Stuart B. Bell

MD

Dr. Stuart Bell has been a member of the Board of Directors since 2016. He has served as the Vice President of Medical Affairs for MedStar Union Memorial Hospital since 2003. In 2018 this role expanded and he is now the Vice President of Medical Affairs for both MedStar Union Memorial Hospital and MedStar Good Samaritan Hospital. Prior to this role, he served as the Chief of Staff for MedStar Union Memorial Hospital. Before working at MedStar, Dr. Bell was the Director of Employee Health Service and Medical Consultant for the Children’s Hospital for Reconstructive Surgery and Medical Director and Physician in Chief for the Brightwood Health Center. He has also served as a consultant for the Baltimore City Health Department and the Federal Bureau of Investigation. Stuart has held teaching roles at the University of Maryland School of Medicine, MedStar Union Memorial Hospital, MedStar Good Samaritan Hospital and Greater Baltimore Medical Center. Stuart received his Bachelor’s Degree in Psychology from the University of Maryland and his MD from the University of Maryland School of Medicine. He is a member of the Medical and Chirurgical Society of the House of Delegates, a fellow for the American College of Physicians, and a fellow for the American College of Physicians Executives.

Elizabeth Burger, MPA

Treasurer

Liz Burger has served on the Board of Directors since 2019. She is the Senior Director of Strategic Initiatives at Johns Hopkins Technology Ventures, the commercialization and entrepreneurship hub of the Johns Hopkins University. In this capacity, she oversees strategy and communications to maximize the role that academic technology can play in meeting unmet needs in health care and other industries. Liz came to this work with a background in management and policy and on the heels of building a post-Affordable Care Act startup organization, Evergreen Health Care, which provided primary medical and behavioral health care to the newly insured through a patient-centered medical home model. As Executive Director/President of Evergreen Health Care, Liz oversaw the establishment of a four-location medical home. Liz has worked in a business consulting capacity at L.E.K. Consulting, where she conducted investment diligence analyses and provided strategic insights to companies in the retail and consumer products, life sciences, industrials and aviation industries. She also spent time in the public sector as an Analyst and Grants Manager at a criminal justice agency in New York. Liz is passionate about the role that all sectors can play in driving social change and has consulted on projects related to nonprofit fundraising, social entrepreneurship and corporate social responsibility. Liz holds a Bachelor’s degree in Public Policy Studies from Duke University and an MPA from New York University’s Wagner School of Public Service.

William K. Bleser, PhD, MSPH

Vice President

Dr. William Bleser has served on the Board of Directors since June 2017, acting as Vice President since December 2018. Will is the Managing Associate of Payment Reform and Population Health at the Duke-Margolis Center for Health Policy at Duke University in Washington, D.C. His work revolves around addressing key policy questions related to health care delivery, with particular attention to the overlap of health care payment reform and population health. His portfolio of work includes a focus on peer-reviewed research as well as policy briefs, issue briefs, and convening and collaborating with relevant stakeholders to have real-world impact related to accountable care and other alternative payment models or risk-based contracts for population health, specialty care, and marginalized populations and how value-based payment models can better address social needs and improve health equity, as well as other emerging health policy issues. Before coming to Duke, Will worked at the Pennsylvania State University studying inequities in preventive health services, evaluating national health quality improvement efforts, and achieving change to the patient-centered medical home delivery reform model. He also previously worked for the Department of Health and Human Services on improving adult influenza vaccine coverage and better understanding rare adverse events to influenza vaccines. He earned his PhD from the Pennsylvania State University jointly in health policy and in demography, his Master of Science in Public Health from the Johns Hopkins Bloomberg School of Public Health in disease epidemiology and control, and his BS from the College of William and Mary in Neuroscience.

Alan Yuspeh, JD, MBA

President

Alan Yuspeh has been a member of the Board of Directors of Shepherd’s Clinic since 2014, and has served as the President since 2019. Alan worked in Washington, DC for 24 years in senior staff positions in the United States Senate, as a partner in large national law firms, and as a management consultant with McKinsey. He then spent 21 years as Senior Vice President and Chief Ethics and Compliance Officer for HCA Healthcare. Under Alan’s leadership, HCA, the largest healthcare provider in the United States, was named one of the world’s most ethical companies from 2010-2019. Alan has been active in civic affairs for most of his adult life. He has both chaired, and served on an impressive number of philanthropic organizations’ boards in both Nashville and Baltimore. While living in Baltimore, he served as Chairman of the City’s Board of Ethics and as a member of Board of Directors of the Baltimore City Housing Authority and the Baltimore City Planning Commission. Alan is married to Janet Horn, a talented physician who has volunteered at Shepherd’s Clinic since 2006. Alan received his Bachelor’s degree from Yale University, his MBA from Harvard, and his law degree from Georgetown University.

Tracy Holcomb, RN

Community Health Educator

Tracy Holcomb is a Community Health Educator at the Joy Wellness Center. Her background includes 14 years of direct clinical nursing care at MedStar Union Memorial Hospital and a Masters in Community/Public Health Nursing. Tracy began at the clinic as a Nurse Diabetes Educator in 2015 and served as Program Director from 2017 to 2024. She is most proud of living and working in this community throughout her entire nursing career.

Rebecca Peterson, CCHW

Community Health Advocate

Rebecca Peterson is Shepherd’s Clinic’s Community Health Advocate. She works out of MedStar Good Samaritan Hospital making sure that patients know about Shepherd’s Clinic, the services that we offer and how to access them. With a background in broadcast journalism, production, media consulting, public relations, Rebecca conducts community outreach, and is certified to facilitate health education classes for diabetes self-management. Prior to Rebecca’s position as Community Health Advocate, she worked as an Outreach Representative at the Center for Successful Aging at MedStar Good Samaritan Hospital.

Jenny Jiang

Patient Intake Coordinator / Executive Assistant

Jenny joined Shepherd’s Clinic in May 2020 as a volunteer dedicated to assisting under served communities. She is currently the patient intake coordinator and executive assistant. In response to the COVID-19 pandemic, Jenny became a Certified Application Counselor and began assisting eligible patients with Medical Assistance insurance enrollment through Maryland Health Connections. She holds a Bachelor of Science with honors in Molecular and Cellular Biology and a Bachelor of Arts in Philosophy from Johns Hopkins University.

Nichelle Newton, RN

Staff Nurse

Nichelle Newton has a Bachelors in Public and Community Health from the University of Maryland-College Park, a Master of Science in Health Systems Management from University of Baltimore, an Associate’s Degree in Nursing from Howard Community College. Nichelle’s primary area of interest is in health care disparities that exist among minorities and people of lower income. She believes everyone deserves access to affordable and quality healthcare.

Nezia Munezero Kubwayo

Director Of Philanthropy

Nezia Munezero Kubwayo is the Director of Philanthropy at Shepherd’s Clinic. She has managed communications and development efforts for non-profits for over a decade. Nezia previously worked in refugee resettlement for the Ethipian Development Council and Lutheran Social Services of the National Capital Area. She also worked as the Executive Director of Night of Peace Family Shelter prior to serving in the information management branch of the United Nations Office for the Coordination of Humanitarian Affairs. Nezia completed her BA in Political Science and French at St. Mary’s College of Maryland and received her MA in International Human Rights Law from the American University in Cairo.

Meredith Kerr, Rn

Staff Nurse

Meredith Kerr, MSN, FNP-DNP: student 2021 (both degrees from Hopkins). Meredith has a previous career in design with BFA from MICA. She lived in Baltimore since 2005 and loves it. At present she is a public health RN at multiple local non-profits, focusing on substance use disorder treatment and harm reduction. She has been a staff nurse at Shepherd’s since 2018 and also is the Medication Assisted Treatment Community Specialist for the Shepherd’s buprenorphine program.

Michele Mccomas, Rn

Staff Nurse

Michele McComas, RN, retired from her position as the Clinical Manager in May 2022 and currently is a staff nurse. Michele volunteered at Shepherd’s from 2006 until 2013, when she then joined as a staff member. Present duties include maintaining and teaching use of our electronic medical records, managing and scheduling staff and volunteers, overseeing education of patients, maintaining equipment, discovering ways to obtain reduced-cost and free medications for our patients, and maintaining patient databases.

Libby Aldridge, MPH

Program Coordinator

Before moving to Baltimore, Libby conducted health policy research and community outreach for 504HealthNet, a non-profit association of 60 federally qualified health centers in New Orleans. She started at Shepherd’s Clinic as a volunteer in January 2019 while earning her direct-entry Master of Science in Nursing degree from Johns Hopkins University School of Nursing and became a part-time employee in July. Libby currently serves as the Program Coordinator, overseeing grant and project implementation. She also coordinates outreach efforts in the community. She is specifically interested in expanding access to healthcare and enjoys working to help support Shepherd’s mission to do so.

Kari Parreco

SNAP Coordinator

Kari has B.S. in Biochemistry and Molecular Biology with a Psychology Minor. She also has an Associate of Science in Chemistry with a Premedical Professional focus. Prior to her accepting her current position at Shepherd’s Kari served for 3 years as a Front Desk Volunteer.
In response to COVID-19, Kari became a Certified Application Counselor and now assists eligible patients with insurance enrollment.

Haley Taylor, LCPC

Behavioral Health Director

Haley Taylor is the Behavioral Health Director. Haley obtained a Bachelor of Arts in Psychology from West Virginia University and a Masters of Science in Clinical Community Counseling from Johns Hopkins University. She has worked in the counseling field for the past 12 years. Prior to counseling, Haley worked in substance abuse treatment research at Johns Hopkins University for 6 years. Haley enjoys spending time with family, and watching West Virginia and Pittsburgh Steelers football.

Ellen Sangiamo

Volunteer & Onboarding Administrator

Ellen started her tenure at Shepherd’s as an Administrative Volunteer followed by serving 2 service years as Volunteer Coordinator through the Americorps Volunteer Maryland Program. She started volunteering at Shepherd’s after being at home full time raising her 3 boys who are now adults. Ellen has a strong interest in integrative medicine and helping people to access quality healthcare.

Allison Revels

Joy Wellness Center Program Coordinator

Allison earned her Bachelor’s of Health Science Degree from Towson University and spent 5 years working in the Community Health field before coming to Shepherd’s where she started as a Health Science Intern before accepting her position of Program Coordinator. Allison’s area of focus is Health Education and Promotion. While earning her undergraduate degree, she assisted in designing a youth intervention to influence the need for building healthy relationships in the community. Allison has always had a passion for integrative health and plans to continue her education in Herbal Medicine.

Kathleen Mchugh, MD

Medical Director

Dr. Kathy McHugh joined the staff of Shepherd’s Clinic in 2011 as a volunteer primary care physician. She became medical director in 2016. Dr. McHugh has worked as a primary care physician and hospitalist at Harvard Vanguard Medical Associates in Boston and at Henry Ford Hospital in Detroit. She is a graduate of Harvard Medical School and did her residency training in internal medicine at Brigham and Women’s Hospital, Boston. Dr. McHugh has a special interest in caring for underserved populations and patients who struggle with chronic illnesses.

ADONGO MATTHEWS, MBA

Executive Director

Adongo Matthews is a non-profit professional who joined Shepherd’s Clinic in December 2019 as the Executive Director. Adongo brings almost a decade of experience working with underserved families in Baltimore. She previously worked as the Manager of a Community Action Center (CAP) in Baltimore City where she focused on financial empowerment, housing stability and utility affordability for Baltimore’s most vulnerable populations. At CAP she had the unique opportunity to work one on one with clients at the center level while also working as part of the leadership team. She was able to witness the daily struggles that clients faced, while also having a hand in the policies and procedures necessary to maximize assistance to families. Adongo holds an MBA from Alvernia University and a Bachelor’s Degree in Biology from Morgan State University.
